The Law: Gambling Act 2005
The Gambling Act 2005 is the main law covering gambling in Great Britain (England, Scotland and Wales). It has three licensing objectives:
- Keeping gambling free from crime.
- Making sure gambling is fair and open.
- Protecting children and vulnerable people from being harmed or exploited by gambling.
Any company offering online gambling to people in Great Britain must hold a licence from the UK Gambling Commission, wherever the company is based. Northern Ireland has separate legislation.
Where Social Casino Games Fit
Under the Gambling Act 2005, gaming is gambling when you play a game of chance for a prize of money or money's worth. Free-to-play social casino games, like those on Crown Social Play, offer no prizes and use virtual credits that cannot be bought or exchanged — so they are not gambling and do not require a Gambling Commission licence. We still follow the spirit of the rules below, keep the site 18+ and promote healthy play.
The Regulator: UK Gambling Commission
The UK Gambling Commission (UKGC) licenses and supervises operators through its Licence Conditions and Codes of Practice (LCCP). It can fine operators, add conditions to licences or revoke them. You can check any operator on the Commission's public register using the licence number shown in the operator's website footer.
Key Player Protections
Age and identity verification
Operators must verify your age, name, address and date of birth before you can gamble or even play free demo versions of games. Gambling under the age of 18 is a criminal offence.
Bonus and promotion rules
- Wagering requirements are capped at 10 times the bonus amount (from 19 January 2025).
- Offers that mix different gambling products, such as betting and casino, in one promotion are banned.
- All significant terms must be shown clearly alongside the offer, not hidden in the small print.
- Promotions must not be targeted at people who have self-excluded or opted out of marketing.
Online slot rules
- Maximum stake of £5 per spin for players aged 25 and over (from 9 April 2025).
- Maximum stake of £2 per spin for players aged 18 to 24 (from 21 May 2025).
- Each spin must last at least 2.5 seconds, and autoplay and "turbo" features are banned.
- Games must not celebrate results that are lower than the stake as if they were wins.
- Players must be shown their total time played and net position during a session.
Safer gambling tools
Every licensed operator must offer spending limits, reality checks, time-outs and self-exclusion, and must take part in GAMSTOP. Operators must also monitor accounts for signs of harm and step in when they see them.
Complaints
If you have a complaint, first contact the operator. If it is not resolved within eight weeks, you can take it to the independent Alternative Dispute Resolution (ADR) provider named in the operator's terms.
Advertising Rules
Advertising in the UK, including for gambling and gambling-style games, must follow the CAP Code (enforced by the Advertising Standards Authority) and the industry Gambling Industry Code for Socially Responsible Advertising. In summary, gambling marketing must not:
- Be aimed at, or strongly appeal to, anyone under 18.
- Feature anyone who is, or looks, under 25 in a significant role.
- Suggest gambling can solve financial problems, or is an alternative to work.
- Suggest gambling can improve self-image, social status or attractiveness.
- Create false urgency or exaggerate the chance of winning.
- Hide significant terms, or describe an offer as "free" without making the conditions clear.
The ASA also expects marketing for free-to-play casino-style games to be responsible, aimed at adults and clear that no real money or prizes are involved.

The Privacy and Electronic Communications Regulations (PECR) mean websites need your consent before setting non-essential cookies, and the option to reject them must be as easy as accepting them.
